Jiya Lal Bhardwaj , Judge (Oral) Learned counsel for the respondents has filed the compliance affidavit in the open Court, which is ordered to be taken on record. 2. A perusal of the compliance affidavit and the memorandum dated 13.05.2026 issued by Under Secretary (HRD/PO) HPSEBL Vidyut Bhawan, Shimla-4, reveals that the mandate contained in the judgment sought to be executed, has been implemented and the petitioner has been regularized as Cleaner on personal post “as and where is basis” with all consequential benefits 1 Whether reporters of the local papers may be allowed to see the judgment? with retrospective effect i.e. on and w.e.f. 17.05.2018 in the pay scale of Rs. 19600-62100 (Level-II) subject to the conditions laid down in the said order. 3. Since the mandate contained in the judgment passed by this Court on 12.11.2025 in CWP No. 2925 of 2021, titled Mohan Lal Vs. HPSEB Ltd. and others stands complied with except the consequential benefits, nothing remains to be adjudicated in the present execution petition and the same is closed. 4. However, it is made clear that in case the respondents do not release the consequential benefits in favour of the petitioner in terms of the mandate contained in the judgment under execution within eight weeks from today, the petitioner shall be at liberty to file an application for revival of the execution petition. 5.
