The petitioner complains of inaction of the WBSEDCL in not taking steps against an adjoining land owner who is running a submersible pump. Pursuant to an earlier direction of Court, the WBSEDCL filed a Report a copy whereof be kept with the records. It appears from the Report that the adjacent land owner has obtained a service connection after complying with all formalities in accordance with law. In any event, such connection is situated more than 200 metres from the nearest existing submersible pump connection. There is also litigation pending between the petitioner and the private respondent. 2. In view of the above, the petitioner has not been able to demonstrate any enforceable legal right which warrants any discretionary relief being exercised in favour of the petitioner. The petitioner is only trying to wreak personal vengeance and 2 has filed this writ petition for ulterior and collateral purposes. 3. There is no merit in the writ petition and the same stands dismissed. However, there shall be no order as to costs. 4.
