Learned counsel for the petitioner submits that due to efflux of time, the issue involved in the matter has become otiose, inasmuch as the criminal proceedings have already culminated in final closure, and a closure report has been filed. It is further submitted that the contract in question has already been awarded in favour of the petitioner. Consequently, nothing survives for adjudication in the present petitions, and the same have, therefore, become infructuous. 2.
