Mr. Shubham Pandey, learned counsel for the petitioner. 2. Mr. Yogesh Pandey, learned Deputy Advocate General for the State of Uttarakhand. 3. Mr. Ashish Joshi, learned counsel for respondent no. 3. 4. By means of this writ petition, petitioner has sought the following relief:- (i) Issue a writ in the nature of mandamus commanding/directing the respondent no. 2 & 3 to decide the representation dated 18th June, 2026 within four to seven days sent to the City Magistrate, Haldwani, District- Nainital and Municipal Commissioner Haldwani by the petitioner, direct the respondent no. 4 to decide the representation sent on 15.07.2026 and therefore, , direct that the operation of exhibition remain suspended until then. 5. It is contended by petitioner that an exhibition is going on in the play ground of MB Inter College due to which problem of traffic jam is faced by the members of general public. It is contended that the critical patients, who are being taken to hospital in ambulance, are facing great difficulty because of that exhibition. UKHC010131632026 2026:UHC:6750 Various other issues have been raised by petitioner regarding competence of City Magistrate to hold such exhibition on the place where it is being held. 6. This Court is not inclined to examine other issues, as petitioner do not have any locus standi to question holding of exhibition; however, the problem of traffic congestion, which is being caused due to exhibition, has to be addressed by the District Administration and City Magistrate. 7. The writ petition is, accordingly, disposed of by directing the City Magistrate to take necessary steps to ensure that traffic congestion/jam is not caused due to ongoing exhibition in the MB Inter College play ground.
