JUDGMENT : (per Mr. Manoj Kumar Gupta C. J.)

The present writ petition has been filed praying general reliefs, which are omnibus in nature, as follows:-
“(i) Issue a writ, order or direction commanding the respondents to decide the petitioner's pending representations, replies, legal notices and claims by passing a reasoned and speaking order in accordance with law after granting an effective opportunity of hearing; (ii) Issue a writ, order or direction commanding the respondents to release the petitioner's legitimate dues, as finally determined upon reconciliation of accounts, together with applicable statutory interest from the date the amounts became due till the date of actual payment; (iii) Issue a writ, order or direction commanding the respondents to place before the competent authority and/or this Hon'ble Court the complete records relating to; collection of mess charges; operation of the mess account; payments made during the working period; TDS deductions and deposits; GST deductions and deposits; approvals of expenditure; payments made to Shri Ateek Khan: vouchers: ledgers; reconciliation statements; and all connected financial documents. (IV) Issue a writ, order or direction declaring that no adverse 1

2026:UHC:6534-DB financial liability can lawfully be fastened upon the petitioner without complete reconciliation of accounts, consideration of the petitioner's replies and examination of the complete financial records maintained by the respondents. (V) Issue a writ, order or direction quashing any adverse action taken against the petitioner pursuant to the impugned notices, including any action proposing blacklisting or unilateral recovery, if such action has been taken without due
consideration of the petitioner's defence and without compliance with the principles of natural justice. (VI) Issue a writ, order or direction directing the respondents to complete the proceedings initiated before the Dispute Resolution Cell strictly in accordance with the Agreement and applicable principles of natural justice, or, if those proceedings have become ineffective, to decide the petitioner's claims independently by passing a reasoned order after complete reconciliation of accounts. (VII) Issue such further directions as this Hon'ble Court may deem necessary to ensure transparency in the financial dealings relating to the operation of the hostel mess during the working period, including production of records and examination of the disputed transactions reflected in the material placed before the Court. (VIII) Award the costs of the present writ petition in favour of the petitioner. (IX) Issue any other or further order which this Hon’ble Court deems fit and proper under the facts and circumstances of the case. ”

Learned counsel for the petitioner prays for withdrawal of the writ petition with liberty to the petitioner to file a fresh writ petition with appropriate reliefs.

The writ petition is dismissed with liberty in terms of the prayer made. 2
