SRI TULSI RAM AGARWAL, PRESIDENT, ROLLER SKATING FEDERATION OF INDIA, HAVING I4TS PERMANENT OFFICE AT RSFI SECRETARIAT, A-695, SHAHTRI NAGAR, NEW DELHI- 110052 R5 IS IMPLEADED AS PER COURTS ORDER DT.03.03.2026 IN I.A.NO.3 OF 2025 ...RESPONDENT(S): 2 Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a Writ, Order or Direction or more particularly one in the nature of Writ of Mandamus declaring the action of the Respondent No.4 vide letter dated 21-08- 2025 in proposing to convey Special General Meeting scheduled to be held on 05-09-2025 or any further meeting and inaction of Respondents No. 1 and 3 in not taking any action, in spite of several representations/complaints by the Petitioner and other member associations from different states to Respondents No. 1 and 3 is highly illegal, arbitrary and violative of Article 14 of Constitution of India and to constitute a impartial expert committee to take over the affairs of the Respondent No.4 and to inquire, look into and thoroughly investigate the affairs of the Respondent No.4 with respect to its financial irregularities. alleged fraudulent obtaining of International Merit Certificates and the memberships of the State Associations and to take appropriate action as per law against all the wrong doers and consequently direct the committee so constituted to report directly to the Respondent No.1 with regard to all the activities of the Respondent No.4 in order to protect the interest of the sports persons and the Sports of Roller Skating in India and to direct the said constituted committee to hold the fresh elections for the Respondent No.4 after bringing the affairs of Respondent No.4 back in order in the interest of Justice. After arguing for some time, the learned counsel for the petitioner requested this Court that it would suffice if a direction given to respondent No.1 to address the representation dated 26.08.2025 that was made to cause an enquiry on all the allegations and for suitable action against respondent No.5. The learned counsel for the unofficial respondent No.5 has not opposed or refuted the said request. 3. Without going into the merits of the case, the present Writ Petition is disposed of, directing the 1st respondent herein to dispose of the representation dated 26.08.2025 in accordance with law, after giving an opportunity of hearing to both the petitioner and the 5th respondent, within a period of four (4) weeks from the date of receipt of a copy of this order. Pursuant to the order dated 13.08.2026, the 4th respondent shall conduct a meeting in the presence of the observer appointed by the Ministry and IOA, if he desires so, in accordance with the byelaws of the Federation.
