The petitioner has filed the present petition as a public interest litigation, inter alia praying that directions be issued to the respondents to implement the judgment of the Supreme Court in - 5 - HC-KAR NC: 2026:KHC:14212-DB WP No. 6093 of 2026 the case of Lalita Kumari Vs. Government of Uttar Pradesh and Others1. The petitioner prays that respondents be directed to issue binding circulars/instructions for registration of FIRs in cognizable offences. 2. In addition to the above, the petitioner also prays that the directions be issued for issuing SOPs and also for initiating disciplinary proceedings against officers who have declined or delayed registration of FIR. 3. The petitioner-in-person who is also an advocate, states that there are four instances as mentioned in the petition which highlight that the police authorities do not register the FIR when approached. He contends that in several cases, the police officials attempt to resolve the disputes by compelling the complainant to enter into a mediation. If the complainant does not agree, they manipulate the report to reflect the complainant as an accused. 4. We do not consider it apposite to entertain the present petition. It would not be apposite for this Court to issue directions for following the decision of the Supreme Court, considering that 1 (2014) 2 SCC 1 - 6 - HC-KAR NC: 2026:KHC:14212-DB WP No. 6093 of 2026 ratio of the decision of the Supreme Court is binding and there is no requirement for this Court to issue general directions reiterating the law. Second, that in the event, an FIR is not registered, the complainant has recourse to remedies under the Bharatiya Nagarik Suraksha Sanhita [BNSS]. Thus, there is no requirement to issue any blanket orders in this regard. And third, we do not consider it apposite to comment on the cases which are set out in the petition as the same appear to be live cases and the facts as asserted may be a matter of contestation. 5.
