GUNTUR DISTRICT. ...RESPONDENT(S): Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased topleased to issue Writ or Direction especially one in the nature of Writ of Mandamus declaring the action of the 3rd Respondent in not releasing the Financial Assistance for the petitioners son namely Batchu Giri Babu educational purposes at Abroad under Videshi Vidya Deevana Scheme 2 having been approved his name for the said benefit by the State Level Screening Committee as highly illegal, opposed to the Policy Decision of the Government, arbitrary, exercise of power and also opposed to doctrine of legitimate expectation and violative of Article 14, 21-A of Constitution of India and consequently direct the respondents to release the financial assistance to the petitioners son namely Batchu Giri Babu under the said scheme forthwith to mitigate the hardship of the selected one and to pass IA NO: 1 OF 2025 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased pleased to direct the respondents to release the financial assistance to the petitioner’s son namely Batchu Giri Babu under “Videshi Vidya Deevana Scheme” as approved under the list of approval forthwith pending disposal of the above writ petition and pass Counsel for the Petitioner: 1. GP FOR FINANCE PLANNING 3 The Court made the following order: This Writ Petition is filed challenging the action of the 3rd respondent in not releasing the financial assistance for the petitioner’s son for meeting educational expenses at abroad under Videsi Vidya Deevena Scheme. It is the specific case of the petitioner that the respondent authorities have approved the petitioner’s son as a beneficiary eligible for the financial assistance under Videsi Vidya Deevena Scheme. It is submitted that, the respondents after having approved the petitioner’s son for the said financial benefit after completing the screening process have not released the amount. The petitioner, in anticipation of the release of funds, has obtained financial assistance from various sources by pledging their movable and immovable properties. 2. The learned Standing Counsel for respondent No.3 has filed a counter and, as seen from the counter, the Vigilance and Enforcement Department has conducted an enquiry and submitted a report regarding the beneficiary of Videsi Vidya Deevena Scheme, and it was found that the petitioner’s son is eligible for the said benefit. Accordingly, the 3rd respondent has issued proceedings dated 09.10.2025 for release of the amounts. It is also stated in the counter that, soon after release of the budget from the Government, the amount shall be paid. 4 3. Recording the same, the Writ Petition is allowed, directing the respondents to release the amounts to the petitioner within a period of eight (08) weeks from the date of receipt of a copy of this order. There shall be no order as to costs.
