2. According to petitioner, he has made a complaint that respondent No. 7 has purchased an agricultural land in Uttarakhand in violation of provisions contained in Section 154(3) of Zamindari Abolition and Land Reforms Act,
1950. The complaint was allegedly made on
30.08.2024. Representations were made on different dates. Petitioner has sought a direction to the competent authority to take decision on those representations.
3. Mr. Arvind Vashisth, learned Senior Counsel appearing for respondent No. 7,

2026:UHC:6517 however, contends that transfer made by petitioner’s father in favour of respondent No. 7 is not hit by Section 154(3), as wife of respondent No. 7 is a domicile of Uttarakhand and her parents and family members were having agricultural land in Uttarakhand before on 12.09.2003.
4. Without expressing any opinion on the merits of the claim staked by the parties, the writ petition is disposed of with liberty to petitioner to make fresh representation to the District Collector/District Magistrate.
5. If he makes such representation within 10 days from today, decision thereupon shall be taken, as per law, within three months thereafter. It goes without saying that respondent No. 7 and other stakeholders, if any, shall also be given reasonable opportunity of hearing before passing any order.
6. It is however made clear that parties shall not create any third party interest over the land in question till the matter is decided by the District Magistrate.
