Mr. S.S. Yadav, Advocate for the petitioner. 2. Mr. Anil Dabral, Additional Chief Standing Counsel for the State of Uttarakhand. 3. Petitioner was engaged through UPNL for discharging ministerial duties in a Government Degree College reportedly in 2012. 4. It is alleged that petitioner’s engagement has been discontinued orally by the Principal on 03.05.2026. Petitioner apprehends that his disengagement was because of a complaint made against him that High School and Intermediate certificates produced by petitioner are not from a recognized Board. Petitioner contends that he has passed High School and Intermediate from Board of Higher Secondary Education, Delhi. 5. Learned counsel for the petitioner submits that an enquiry was made and in the enquiry, clean chit was given to UKHC010131012026 2026:UHC:6494 the petitioner. 6. Learned State Counsel, however, submits that the contention that petitioner was given clean chit in the enquiry is incorrect. He submits that petitioner is making this submission based on document enclosed as Annexure-4 to the writ petition, which is a reply to the request made by respondent for verification of the educational certificates of the petitioner. He submits that whether the Board from where petitioner allegedly passed High School and Intermediate examinations is valid or recognized has not been considered. Learned State Counsel further submits that to his knowledge, there is no such Board like Board of Higher Secondary, Delhi and in the certificates enclosed as Annexure-3 & 4, the address of the Board is also not mentioned, which creates a doubt about genuineness of the Board. 7. Be that as it may, since petitioner apprehends that his engagement has been discontinued based on a complaint, therefore, the writ petition is disposed of with liberty to petitioner to make representation to the Principal raising all contentions, as have been raised before this Court. If petitioner makes such representation within ten days from today, Principal concerned shall deal with the contentions and pass appropriate order, as per law, within four weeks thereafter.
