Learned State Counsel is right in submitting that petitioner does not have any locus standi to question the order of absorption passed in respect of respondent no. 5. 5. Learned counsel for the petitioner submits that since petitioner is serving for longer duration, therefore, he has a better claim for absorption compared to respondent no. 5. Learned State Counsel, however, submits that petitioner is engaged through outsourcing agency on contract, therefore, he does not have any right of regularization or absorption. 7. Be that as it may, since petitioner has raised a grievance that someone with shorter duration of service has been absorbed, therefore, the writ petition is disposed of with liberty to petitioner to make representation to the competent authority. If he makes representation, decision thereupon shall be taken, as per law, within three months from the date of presentation of certified copy of this order.
