The petitioner apprehends his arrest in connection with R.C. 04(A)/2013-R, arising out of Vigilance Case No. P.E. No. 04(A)/2012-R, registered for the offences u/s 120B, 201, 420, 468, 471 of the IPC and Section 13(2) read with Section 13(1)(d) of the Prevention of Corruption Act, 1988. It has been alleged that the officials of the JPSC along with Sri Dhiraj Kumar, representative of M/s. Global Informatics, had entered into a criminal conspiracy among themselves and in pursuance thereof the public servants in strict abuse of their respective official positions, dishonestly and fraudulently had manipulated/allowed to manipulate the merit list, assessments charts etc. of the examination/ interview to extend undue benefits to their preferred candidates. It has been submitted by Mrs. Ritu Kumar, learned counsel for the petitioner that on completion of investigation charge-sheet has been submitted by the CBI. It has further been submitted that some of the co-accused persons have been granted anticipatory bail by this Court in A.B.A. No. 3349 of 2022 and its analogous cases. Learned counsel adds that the petitioner being successful in JET, 2006 was appointed as an Assistant Professor, Department of History in the year 2008 and since then he has an unblemished career. Learned counsel Neutral Citation No. ( 2026:JHHC:4023 ) further submits that the CBI has failed to point out as to in what manner the petitioner has been a beneficiary to the illegal transactions adopted by the JPSC officials in connivance with the candidates. Mr. Deepak Kr. Bharti, learned counsel appearing for the CBI has opposed the prayer for anticipatory bail of the petitioner and has submitted that the petitioner was declared selected on the basis of 54 marks given for his career and 27.25 marks for his interview whereas the CFSL has deciphered that this candidate had initially been given 9 marks by one expert which has been manipulated to 29 marks in the assessment chart. Admittedly, charge-sheet has been submitted by the CBI and some of the co-accused persons have been granted anticipatory bail in A.B.A. No. 3349 of 2022 and its analogous cases. On consideration of the aforesaid facts, the petitioner is directed to surrender before the learned trial court within a period of four weeks and on his surrender, he shall be released on bail on furnishing bail bond of Rs. 10,000/- (Rupees Ten Thousand only) with two sureties of the like amount each to the satisfaction of learned Special Judge, CBI, Ranchi in connection with R.C. 04(A)/2013-R, arising out of Vigilance Case No. P.E.
