[2026:RJ-JP:23588] (2 of 5) [CW-10851/2026]
order dated 11.11.2025 passed by Delhi High Court in WP(C) No.11829/2025 titled as Manswi Saini vs National Testing Agency & Ors. as the (NEET) eligibility certificate. ii. Direct the respondent Council to allocate the seat of Compulsory Rotating Medical Internship (CMRI) to the petitioner if otherwise found eligible. iii. In the alternate, direct the Respondent No.4 NTA to issue the NEET UG eligibility certificate of the petitioner at the earliest and the same be considered and accepted by the Rajasthan Medical Council. iv. Any other relief which this Hon'ble Court may deem fit, just and proper in the circumstances of the case, the same may kindly be granted in favour of the petitioners."
2. Mr. C.S. Sinha, learned counsel for the petitioner, at the very outset, submits that as inadvertently the petitioner lost her mark- sheet/score card of the National Eligibility cum Entrance Test (UG) - 2020 (NEET-UG), which was a mandatory eligibility for appearing in Foreign Medical Graduates Examination (FMGE), the petitioner approached the Hon'ble Delhi High Court in W.P.(C) 1189/225 titled as Manswi Saini Versus National Test Agency And Ors., which came to be disposed of vide order dated 11.11.2025, paras 3 and 4 of which read as under:
"3. I have perused the details furnished by NTA, which are as follows:-
[2026:RJ-JP:23588] (3 of 5) [CW-10851/2026] Result detail of Manswi Saini Name of the Candida te Father's Name Applicati on Number Roll Number Date of Birth Category Total Marks NEET Percentile NEET All India Rank Year of Exam Qualified or Not Qualified Manswi Saini Dinesh Kumar Saini 200410 151998 390320 1879 07/12 /2001 OBC 287 74.66931 69 3457 70 2020 Qualified
4. Indisputably, similar orders have been passed by this Court and there is no reason to deny the reliefs sought by the Petitioner. Accordingly, NBEMS is directed to treat this order as scorecard for NEET (UG), 2020 Examination in respect of the Petitioner and consequently, requirement on part of the Petitioner to furnish scorecard for the FMGE December-2025 Session as also for future FMGE is dispensed with. Needless to state that in case Petitioner applies for FMGE henceforth, this order will be considered as compliance of the pre-condition of providing the scorecard."
3.
Learned counsel submits that a bare perusal of the directions issued by Hon'ble Delhi High Court makes it evident and apparent that the said order passed by the Hon'ble Delhi High Court will be treated as score card of the petitioner with respect to the NEET- UG, 2020 Examination.
4.
Learned counsel further submits that on the basis of the abovementioned order dated 11.11.2025, FMGE - December 2025 was declared and the petitioner passed it, which is evident from the Screening Test Pass Certificate dated 14.04.2026 (Annexure- 08) and consequently, the petitioner had applied for Compulsory Rotating Medical Internship (CRMI) with the Rajasthan Medical Council (RMC).

5.
Learned counsel submits that after approaching the RMC with the relevant documents, she was communicated that in absence of the NEET-UG 2020 Examination score card, she would not be considered for CRMI irrespective of order dated 11.11.2025 passed by the Hon'ble Delhi High Court, hence the present writ petition has been filed. Hence, learned counsel prays that the respondents be
directed to accept the application of the petitioner in light of the
order dated 11.11.2025 passed by the Hon'ble Delhi High Court and allow her to go through the CRMI.
6. Mr. Bhupendra Pareek, learned counsel for the respondents No.1 and 2 submits that the petitioner has approached this Court merely on an apprehension as there is no occasion for her to believe that the order dated 11.11.2025 passed by the Hon'ble Delhi High Court would not be considered as her score card for NEET-UG, 2020 Examination, more so when she has cleared FMGE - December 2025.
7.
Learned counsel submits that if the petitioner approaches the RMC along with all the relevant documents, she would be duly considered for CRMI and the present writ petition be disposed of with the said directions.
8. Heard learned counsel for the parties.
9. Taking note of the aforementioned facts and circumstances and the rival submissions, it is a matter of record that once the Hon'ble Delhi High Court vide its order dated 11.11.2025 has
directed that the said order would be treated as score card for NEET-UG 2020 Examination in respect of the petitioner, there is no occasion for the RMC to not to consider the said order as a score
[2026:RJ-JP:23588] (5 of 5) [CW-10851/2026] card of the petitioner for NEET-UG 2020 Examination, for CRMI as well. Having said so, the RMC is directed to consider the eligibility of the petitioner for CRMI on its own merits, however, with respect to her score card for NEET-UG 2020 Examination, the order dated 11.11.2025 passed by the Hon'ble Delhi High Court be treated as a score card for the same.
10. With the said directions, the present writ petition as well as pending application(s), if any, stand disposed of.
