BEFORE HONOURABLE MR. JUSTICE BUDI HABUNG ORDER Date : 23.06.2026 Heard Mr. Reken Ingo, learned counsel for the petitioner. 2. By way of filing the present Civil Revision Petition under Article 227 of the Constitution of India, the petitioner prays for issuance of a direction to the village authority/Customary Court of Biru village, West Siang District, Arunachal Pradesh, for pronouncement of keba decision held by the village authority/Customary Court on 26.10.2023, relating to a dispute between the petitioner and the sole respondent, in respect of possession of a plot of land i.e. Reyi WRC land located at Reyi under Biru village, West Siang District, Arunachal Pradesh. The case of the petitioner is that although the village authority/ Customary Court of Biru village, West Siang District, Arunachal Pradesh, heard both parties in respect of a dispute regarding possession of Reyi WRC land, on 26.10.2023, and verbally pronounced its keba decision, however, the said decision has not been reduced into writing due to alleged threats by the respondent. 4. The learned counsel for the petitioner submits that the grievance of the petitioner is confined to the inordinate delay in pronouncement of the decision or furnishing the decision in respect of the keba proceeding conducted on 26.10.2023 before the village authority/Customary Court of Biru village, West Siang District, Arunachal Pradesh, despite repeated representations submitted before the concerned authorities. 5. Therefore, the learned counsel for the petitioner prays for disposal of the Civil Revision Petition at the motion stage itself by directing the village authority/Customary Court of Biru village, West Siang District, Arunachal Pradesh, to pronounce the keba decision in terms of the keba proceeding recorded on
26.10.2023. 6.
Considering the limited nature of prayer made by the learned counsel for the petitioner, and without entering into the merits of the dispute between the parties; the instant civil revision petition is disposed of with a direction to the village authority/Customary Court of Biru village, West Siang District, Arunachal Pradesh, to take appropriate steps in accordance with the law and to conclude the pending proceeding arising out of the Keba held on 26.10.2023 and pronounce/furnish the decision/order within a period of 3(three) months from the date of receipt of a certified copy of this order.
