Exception of the petitioner to the report filed by the panchayat in Court today be retained with the record. 2. Learned advocate representing the petitioner contends that report filed by the panchayat is absolutely vague, devoid of the necessary details. 3. Specific contention of the petitioner is that the construction has been made over the water body and no plan could be sanctioned for raising Page 2 construction thereon. No inspection was conducted to arrive at a finding that the construction was made in accordance with the sanctioned plan. 4. Learned advocate representing the Panchayat insists that construction was made in accordance with the sanctioned plan. 5. Whether the order passed by the Pradhan is in accordance with law or not cannot be adjudicated in the contempt proceeding. 6. It will be open for the petitioner to challenge the action of the gram panchayat before the competent forum in accordance with law, if so advised. 7.
