The present interlocutory application has been instituted praying for impleading the State Council for Educational Research and Training (SCERT) as party respondent in the connected writ petition being W.P.(C) No. 1120/2026. Considering the nature of the issue raised in the connected writ petition, this Court Page No.# 3/3 is of the considered view that the State Council for Educational Research and Training is a necessary and proper party in the connected writ petition. Accordingly, the petitioner is permitted to implead; “State Council for Educational Research and Training, Represented by its Director, Kahilipara, Guwahati – 781019”; as party respondent No. 7 in the connected writ petition being W.P.(C) No. 1120/2026.
