According to the petitioner, if the lands are exchanged, the petitioner will have access to his property. He also claims that by the proceedings of the 2nd respondent, dated 18.10.2024, the 2nd respondent Page No.2 of 6 https://www.mhc.tn.gov.in/judis W.P.No.11365 of 2026 has recommended to the 1st respondent for accepting the petitioner’s request for exchange of land to enable the petitioner to have access for his property. According to the petitioner, despite the said recommendation, till date, no final order has been passed by the 1st respondent either accepting the exchange of land or for payment of compensation. 3. On the last hearing date, i.e., on 30.03.2026, Ms.C.Meera Arumugam, learned Additional Government Pleader accepted notice on behalf of the respondents 2, 5 and 6 and sought time to get instructions with regard to the grievance of the petitioner as raised in this writ petition. 4. Till date, counter has not been filed by the respondents. 5. No prejudice would be caused to the respondents, if the petitioner’s representation seeking exchange of land as prayed for in this writ petition is considered on merits and in accordance with law, after giving due consideration to the proceedings of the 2nd respondent, dated 18.10.2024 relied upon by the petitioner in this writ petition, within a time frame to be fixed by this Court. For the foregoing reasons, this Writ Petition is disposed of by directing the 1st respondent to pass final orders on merits and in accordance with law on the petitioner’s representations, which includes the last representation given on 09.01.2026 seeking exchange of a portion of the petitioner’s land with that of the government land, which has been classified as ‘Oor Mandhai’, after giving due consideration to the proceedings of the 2nd respondent, dated 18.10.2024, which according to the petitioner is a recommendation made by the 2nd respondent to the 1st respondent for accepting the petitioner’s request for exchange of land, within a period of four (4) months from the date of receipt of a copy of this order.
