By way of this petition, challenge is thrown to the order of Tribunal dated 23.02.2026 in contempt petition bearing No. C.P./450/2025 (Jammu). The Tribunal, vide this order directed the Secretary Rural Development to remain present and explain as to why the order has not been complied with. 2. Perusal of the petition reveals that the writ petition has been filed in the nomenclature of UT of Jammu & Kashmir through Secretary to Government, Department of Rural Development Department and Panchayati Raj, Civil Secretariat, J&K, at Jammu, but the pleadings have been signed by one Aparna Sharma, presently Block Development Officer (HQ) Directorate of Rural Development Jammu. 3. The Block Development Officer is not a party to the lis, in the Tribunal, in the OA or in the contempt proceedings, therefore, this Serial No. 52 2 WP(C) No. 925/2026 petition is filed by a person who is not a party to the lis cannot be aggrieved of any order passed by the Tribunal. 4. In view of the fact that the petition has been filed by a person, who is not a party to the lis, this petition is not maintainable and accordingly, dismissed.
