The Station House Officer, Yerpedu Police Station, Yerpedu Mandal, Tirupati District, Andhra Pradesh - 517619. ...Respondents Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed therewith, the High Court may be pleased to issue a Writ, Order or Direction, more particularly one in the nature of Writ of Mandamus, declaring the inaction of the respondent authorities in not taking necessary preventive measures and providing adequate police bandobust pursuant to the representation dated 09.08.2026 submitted on behalf of the petitioner for the peaceful conduct of the Sri Vyasasramam Centenary Celebrations scheduled from 27.08.2026 to 02.09.2026, as illegal. arbitrary and contrary to their public duties and consequently direct the respondents, 3 particularly Respondent Nos.4 to 6, to take necessary action in accordance with law and ensure that the religious activities and administration of the Mutt are carried on without any obstruction or interference and respondent Nos. 4 and 6 to maintain the peace and tranquillity in the locality of the petitioner is situated and pass IA NO: 1 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to direct the respondents, particularly Respondent Nos.4 to 6, to consider the representation dated 09.08.2026 submitted on behalf of the petitioner and take appropriate action thereon in accordance with law and pass IA NO: 2 OF 2026 Petition under Section 151 CPC praying that in the circumstances stated in the affidavit filed in support of the petition, the High Court may be pleased to implead the Proposed Respondents No.7 to 11 as party Respondents No.7 to 11 in the present writ petition and other Miscellaneous Petitions and to pass 4 Counsel for the Petitioner: BHOOMA MAHARSHI REDDY Counsel for the Respondents: GP FOR HOME Counsel for the Respondents: GP FOR REVENUE Counsel for the Respondents: GP FOR ENDOWMENTS 5 THE HONOURABLE SRI JUSTICE MAHESWARA RAO KUNCHEAM WRIT PETITION NO: 23621 of 2026 The Court made the following Order: Instant Writ Petition has been filed under Article 226 of the Constitution of India seeking the following relief: “to issue a Writ of Mandamus or any other appropriate writ, order or direction, more particularly one in the nature of Mandamus declaring the inaction of the respondent authorities in not taking necessary preventive measures and providing adequate police bandobust pursuant to the representation dated 09.08.2026 submitted on behalf of the petitioner for the peaceful conduct of the Sri Vyasasramam Centenary Celebrations scheduled from 27.08.2026 to 02.09.2026, as illegal. arbitrary and contrary to their public duties and consequently direct the respondents, particularly Respondent Nos.4 to 6, to take necessary action in accordance with law and ensure that the religious activities and administration of the Mutt are carried on without any obstruction or interference and respondent Nos. 4 and 6 to maintain the peace and tranquillity in the locality of the petitioner is situated and to pass”. 6 2. Heard Sri Posani Venkateswarlu, learned Senior Counsel assisted by Sri Bhooma Maharshi Reddy, learned counsel for the petitioner, learned Assistant Government Pleader for Endowments and Assistant Government Pleader for Home and perused the material placed available on record. 3. Learned Senior Counsel for the petitioner submits that Sri Vyasasramam Centenary Celebrations are going to be celebrated between 27.08.2026 and 02.09.2026 at Yerpedu Mandal, Chittoor District and in that process, petitioner preferred a representation dated 09.08.2026, before the respondent police authorities, seeking necessary permission. Till today, the said representation is pending, as such, the present Writ Petition is filed seeking disposal of the same. 4. Learned Assistant Government Pleader for Home, basing on the Written Instructions dated 25.08.2026 of the Station House Officer, Yerpedu Police Station, Tirupati District, submits that in view of the Salakatla Bhramhotsavam and Navarathri Bramhotsavam at Tirumala, most of the police force are going to be deputed to the said Bramhotsavalu at Tirumala and he further states that in view of disputes between rival groups, adverse repercussions may takes place and as such, it is difficult to 7 depute sufficient police force to Sri Vyasasramam Centenary Celebrations. 5. At that juncture, learned Senior Counsel submits that the Sri Vyasasramam Centenary Celebrations are scheduled to be conducted between 27.08.2026 and 02.09.2026 and there is no bearing on the present celebrations with the Bhramhotsavalu at Tirumala. He also states that Bramhotsavalu at Tirumala will be conducted every year by mobilizing police forces across the State of Andhra Pradesh. He also asserts that the petitioner’s representation is pending consideration before the 4th respondent who is the Unit Police Officer of the entire District, whereas the 6th respondent confines to his police station only. As such, he pleaded this Court to direct the concerned to pass appropriate order on the petitioner’s representation dated 09.08.2026 to provide appropriate Bandobast on the eve of Sri Vyasasramam Centenary Celebrations. 6. Considering the facts and circumstances and in view of the submissions made by respective counsels, without expressing any opinion on merits, respondent No.4 is hereby directed to consider and pass an appropriate order on the petitioner’s representation dated 09.08.2026, in terms of the law, by duly 8 consulting respondent No.3 and concerned Endowment Officials, if required, within a period of two (02) days and communicate the said order to the petitioner forthwith. 7. Accordingly, the Writ Petition is disposed of. There shall be no order as to costs. 8. Learned Assistant Government Pleader for Home is directed to communicate the gist of this Order to the concerned 4th respondent, for taking appropriate measures.
