Issue a writ order or direction in the nature Mandamus commanding and directing the respondent no. 2 to forthwith issue the certificate of dependent of freedom fighter in favour of petitioner being the granddaughter (daughter of daughter) of Freedom Fighter namely Late Alam Singh.” (3) According to petitioner, she is entitled to benefits available to dependants of freedom fighter in view of government policy, which enables granddaughter also to get benefit available to dependants of freedom fighter. (4) Learned State Counsel submits that instead of approaching the competent authority, petitioner has filed this writ petition and she should have first approached the competent authority. (5) This Court finds substance in the submission made by learned State Counsel.
