Petitioners are the Group-D employees of the different departments under the State of Uttarakhand. They have filed the present writ petition seeking a writ of mandamus commanding the respondents/ State to frame and promulgate Trade-wise Service Rules governing the promotion of Class-IV (Group-D) of the Uttarakhand Police Department to (Group-C) posts in consonance with the Government Order dated 02.09.2003, annexure- 3 to the writ petition and Office Memorandum dated 20.08.2019, annexure-8 to the writ petition. 4. The prayer so made by the petitioners in the present writ petition cannot be granted in law, as this Court, while exercising its writ jurisdiction, cannot direct the State Government to frame rules on a particular subject, nor can it compel the legislature or the rule-making authority to legislate rules in a particular manner. 5. Furthermore, a writ of mandamus cannot be UKHC010126472026 2026:UHC:6184 issued in the present case, as the petitioners, before seeking such a direction from this Court, did not make any representation to their respective departments regarding the grievances raised in the writ petition. 6. In such view of the matter, no interference is warranted. Accordingly, writ petition is dismissed in-limine. 7. Pending application, if any, stands disposed of accordingly.
