As common issue has been raised in all these writ petitions by petitioners, therefore, they are being heard together and disposed of by this common order. 2. For convenience of this Court, WP (S) No. 5258 of 2024 is taken as lead case, in which following reliefs have been sought:- “10.1 That, this Hon'ble Court may kindly be pleased to allow the writ petition and may kindly be pleased to issue a writ of mandamus, directing the Respondents to consider and grant promotion to the petitioner on the post of junior trainer and thereafter, on the post of workshop trainer after as per Service Rules of 2005 as well as amended service rules dated 12.03.2024. 10.2 That, this Hon'ble Court may kindly be call for the records for its kind perusal which relates to petitioner’s matter. 10.3 Any other relief, which this Hon’ble Court may deem fit and proper, may also be passed in favour of the petitioners.” 3. Learned counsel for the petitioner submits that the petitioners are working since long on the post of Skilled Assistant. After completion of the requisite period of service, they became eligible for their promotion. However, in the post set-up of the college in which the petitioners are working, there is no post of Skilled Assistant and therefore, they are being paid from other heads. He contended that unless and until the post of Skilled Assistant is crated in the post set-up of the college, the petitioners will ot be entitled for promotion on the higher posts. Petitioners submitted representations before the authorities, however, the same have not been considered and decided till date. 3 4. He also contended that in the facts of the case, where it is for the State Government to consider the grievance of the petitioners and to create posts of Skilled Assistant, petitioners may be permitted to submit a fresh representation raising all the grievances as raised in this petition as also, the other grievances of the petitioner and the Respondents No. 1 & 2 be directed to consider and take decision on the representation to be submitted by the petitioners in accordance with law at the earliest. 5. On the other hand, learned counsel for the Respondents/State would submit that as petitioner is not pressing this writ petition on merits and is only seeking a direction to submit representation before the concerned authority, she is having no objection to the limited prayer. 6. I have heard learned counsel for the parties and perused the documents placed on record. 7. On due consideration of the submission of counsel for the respective parties, facts and circumstances of the case, nature of grievance raised by the petitioner, without entering into the merits of the claim of petitioner, this writ petition at this stage is disposed of permitting the petitioner to submit afresh representation before the Respondents No. 1 & 2 along with other supporting documents and if such a representation is submitted by the petitioner, the Respondents No. 1 & 2 shall consider and take decision on the representation to be submitted by the petitioner in an objective manner, expeditiously, preferably within a period of 06 months from the date of receipt of representation. 8.
