The Writ petition is being filed aggrieved with the action of the respondents in not releasing the financial assistance to the petitioners namely (1) Venkenddini Lokesh and (2) Kurre Kavitha for educational purposes under “Videshi Vidya Deevena Scheme” for the year 2017-2018, despite got approved for the said benefit by the State Level Screening Committee as illegal and arbitrary. 2. The learned counsel for the petitioners submits that the State Government introduced a scheme known as “Videshi Vidhya Deevana Scheme” with an objective to aid, assist, promote, encourage, undertake, coordinate, organize and render financial help by way of loan or otherwise to the financially and socially weaker needy members of Kapu Caste people. Pursuant to the applications made by the petitioners - (1) Venkenddini Lokesh and (2) Kurre Kavitha, they were found eligible to claim financial assistance to study Engineering Innovation and Entrepreneurship at Ryerson University, Canada and Doctor of Medicine, Bicol Christian College of Medicine at Philippines respectively and their names were shown in the Provisional List as approved students for the scheme. Despite making several requests and reminders, the 3rd respondent – Corporation is not releasing the financial 4 NV,J WP No.16495 of 2026 assistance to the petitioners for prosecuting studies. Hence, the present writ petition. 3. On the other hand, learned Government Pleader for Social Welfare Department filed a counter by the 3rd respondent. In the counter affidavit, the 3rd respondent admitted the claim of 1st Petitioner by name Venkenddini Lokesh for the 1st & 2nd installment’s amount of Rs.11,48,964/- and 2nd petitioner by name Kurre Kavitha for the 2nd installment amount of Rs.5,00,000/-. He would submit that soon after release of budget by the Government the respective Welfare Departments have raised the bills with reference to the pending reimbursement of tuition fee relating to the academic year 2017-2018 to petitioners and submitted that the amount would be released as soon as the budget is released from the Government. 4. In view of the aforesaid directions of this Court in various cases and after hearing the submissions of learned counsel for the petitioner, learned Government Pleader for Social Welfare Department, without gong into merits of the case, this Writ Petition is disposed of, directing the respondents to release the financial assistance of Rs.11,48,964/- for Petitioner No.1 namely - Venkenddini Lokesh and Rs.5,00,000/- for Petitioner No.2 namely Kurre Kavitha, for prosecuting their studies, within a period of three (03) months from the date of receipt of a copy of this order.
