Ngongo, learned senior advocate instructed by Ms. S. Gangarani, learned counsel on record for MC applicant, Mr. Phungyo Zingkhei, learned State counsel for R1 to R3 (respondent Nos. 1 to 3) and Mr. W. Darakeshwar, learned Senior PCCG (Senior Panel Counsel for Central Government) for R4 (respondent No. 4) are before this Court (Physical Court). P a g e 2 | 2 [2] Captioned MC has been filed in a habeas corpus WP (writ petition) with prayers to raise one additional ground (ground regarding fixing three weeks cap for sending representations to State and Central Governments) and for taking on record 10 annexures (K1 to K10). [3] It is submitted that the annexures predominantly pertain to developments post presentation of writ petition in this Court on 12.05.2026. [4] Afore-referred both State counsel i.e., Mr. Phungyo Zingkhei and Mr. W. Darakeshwar, Sr. PCCG very fairly submit that the prayer is innocuous, therefore they are not opposing the prayer, they are not filing any affidavits-in-opposition and they have no objection to the prayer being acceded to but they made a plea to preserve all the rights and contentions of respondents to make submissions on merits regarding additional ground and additional annexures (K1 to K10). [5] In the light of the narration thus far, more particularly the fair stand taken by both learned State counsel, this Court need not be detained further by captioned MC. [6] Captioned MC allowed/ordered as prayed for albeit with preservation of rights as above. There shall be no order as to costs.
