JUSTICE SAMEER JAIN Order 22/05/2026 1. Learned counsel for the petitioner submits that vide impugned office order dated 09.01.2026 (Annex.13), a blanket order was passed by the respondent-department, in a non- speaking manner without giving effective hearing to the petitioner. [2026:RJ-JP:21824] (2 of 3) [CW-5471/2026] It is stated that the university which is operative has approximately fifteen hundred students enrolled thereunder, and the same has been blacklisted by the impugned office order; resulting into standstill of the prospective operations of the petitioner. 2. Learned counsel has placed reliance upon S.B. Civil Writ Petition No.4475/2026 titled as Manvi Private Industrial Training Institute Vs. State of Rajasthan & Ors., wherein under similar facts vide order dated 05.05.2026, directions have been given to the respondents therein, to freshly adjudicate the issue, after affording due audience to the petitioner (therein), and that the grievance be addressed, within a period of fifteen days. Thus, the same relief may be granted to the present petitioner also. 4. In view of the foregoing facts and circumstances of the matter at hand, and taking note of the fact that there is apparent violation of the principle of audi alteram partem, and maintaing parity with the directions enumerated in Manvi Private Industrial Training Institute (supra), this Court hereby directs that the effect and operation of the order dated 09.01.2026 (Annex.13) is quashed and set aside, to the extent of the petitioner herein, with directions for consideration of the claim of the petitioner by the respondent-department; who shall upon following the principles of natural justice, taking note of the plea of the petitioner, appropriate documents as furnished, pass a speaking order, promptly. 5. Accordingly, the present petition is disposed of with a direction to the petitioner that the petitioner-Registrar is directed [2026:RJ-JP:21824] (3 of 3) [CW-5471/2026] to submit a representation before the respondent, within a period of seven working days, from the date of passing of the present order.
