Learned Additional Government Advocate accepts notice for respondent No.1 and Sri. Pawan Kumar, learned counsel accepts notice for respondent Nos.2 and 3. 2. Petitioner is before this Court seeking for the following reliefs: (a) Issue writ in the nature of mandamus or order or direction in the similar nature directing the 2nd and 3rd - 3 - HC-KAR NC: 2026:KHC:9090 WP No. 4460 of 2026 respondent authorities to consider the representation dated 01.08.2024 vide Annexure-C and issue transferable development rights certificate in favour of the petitioner in respect of the agricultural land bearing Sy.No.51/2 situated at Kothanur Village, K.R.Puram Hobli, Bengaluru East Taluk, measuring to an extent of 0.11 guntas expeditiously. (b) Grant any such other relief or relief's as this Hon'ble Court deems fit to grant in the facts and circumstances of the case in the interest of justice and equity. 3. The grievance of the petitioner is that though the land of the petitioner had been acquired and the petitioner had come forward to accept Transferable Development Rights like a TDR in terms of Section 14 (B) of the Town and Country Planning Act, 1961, the respondents have not issued the said TDR certificates. 4. In that background, the representation having been submitted by the petitioner on 01.08.2024 at Annexure- C, the same has also not been considered by the respondents. 5. Whenever, any representation is submitted by a citizen to authority, it is required for the authority to consider the same and pass orders within a reasonable period of time either accepting or rejecting the request made. - 4 - HC-KAR NC: 2026:KHC:9090 WP No. 4460 of 2026 6. Needless to say, any order passed would have to be accompanied by reasons. Neither having been done and the representation having been kept pending, I pass the following: ORDER i) Writ petition is allowed. ii) A mandamus is issued directing respondent Nos.2 and 3 to consider the representation dated 01.08.2024 at Annexure-C, and pass necessary orders within a period of 60 days from the date of receipt of a copy of this order.
