Heard the learned counsel on either side. Since this Court is directing to mark a lien to the tune of Rs.40,000/-, notice to the second respondent is dispensed with. 3. By consent, this writ petition is taken up for final disposal at the admission stage itself. 4. The first respondent has frozen the account of the petitioner based on the direction of the second respondent. However, total amount payable by the petitioner is only Rs.40,000/-. Therefore, it would suffice to create a lien on disputed amount of Rs.40,000/- and de-freeze the account.
