By way of filing this writ petitioner under Article 226 of the Constitution of India, the petitioner seeks for issuance of direction to respondents 4 & 5 to conduct time bound enquiry against respondent No.6, which has been initiated by respondents 4 & 5. 3. Learned counsel appearing for the petitioner submits that this is the second round of litigation and earlier the petitioner had filed WPC No.4587/2023 seeking similar relief, which was disposed of by the Coordinate Bench of this Court vide Order dated 19.10.2023, with an observation that “it is expected from the concerned authorities to take decision on the representation/application in accordance with law.” In pursuance of aforesaid observation of the Court, the District Level Caste Scrutiny Committee, Raigarh, initiated proceedings (Annexure-P/6), however, despite the lapse of about three years, no substantive progress has been made in this proceedings, therefore, it is prayed that respondents 4 & 5 may be directed to conclude aforesaid enquiry within specific period. 4. Learned counsel for the State submits that the proceedings are under consideration before the District Level Caste Scrutiny Committee and on account of transfer of the officers, the same could not be concluded, however the proceedings shall be concluded at the earliest. 5. Heard learned counsel for the parties and perused the material available on record. 6. Perusal of the ordersheets (Anenxure-P/6) shows that said proceedings were initiated by the District Level Caste Scrutiny Committee on 22.10.2023, however, it appears that till date, no substantive progress has been made in the matter. Therefore, having considered the submissions advanced by learned counsel for the parties, this petition is disposed of at this stage directing respondents 4 & 5 to conclude said enquiry proceedings as 3 early as possible, preferably within a period of 90 days from the date of receipt of a copy of this order. 7.
