Heard learned counsel for the petitioner and learned Additional Standing counsel for the State. 3. The petitioner has approached this Court with the following prayer: “The Petitioners therefore pray that the Hon'ble Court may graciously be pleased to Admit this writ application and after hearing the Petitioner's advocate, issue a writ in the nature of Mandamus by directing the Tahasildar Bhubaneswar-Opp.Paty No.3 to issue the Hal R.O.R. in favour of the Petitioner vide Hal PlotNo.3071/7277 area Ac.0.050 decimals (Bagayata)under Hal Khata No.l335 Corresponding to Sabik Plot No,644 Ac.0.050 decimals out of Ac.0.629 decimals under Sabik Khata No.262 of Mouza- Patharagadia, P.S. Chandaka under Tahasil- Bhubaneswar in the district of Khurdha by deleting the name of the vendor as per R.S.D. No.5339 dtd.05.12.2000 and field possession and Gazette Notification of Revenue and Disaster Management Department No.47547/ R & D.M., dated 18 Dec 2025. And further be pleased to direct the Opp. Party No.3 to dispose of the representation vide Annexure - 6 in order to look into the grievance of the Petitioner and to take decision following the Kalandi Charan Basantia .… Petitioner Represented by Mr. S.K.Mallick, Advocate - Versus - State of Odisha & Ors .… Opp. Parties Mr. S.N.Pattnaik, AGA Order No. 02. . Gazette Notification of Revenue and Disaster Management Department No.47547/ R & D.M., dated 18 Dec 2025 within a stipulated period. And may pass any such other order/ orders and direction/directions as this Hon'ble Court deem fit and proper. And for this act of kindness, the Petitioner shall as in duty bound ever pray.” 4. It appears that the petitioner has submitted a representation before the Tahasildar, Bhubaneswar on 23.12.2025 seeking indulgence as per the SOP dated 18.12.2025 on the ground that due to inadvertence the sale deed could not be produced before the settlement authorities at the relevant time. 5. Considering the fact that the petitioner has already approached the Tahasildar, Bhubaneswar, the writ application is disposed of directing the Tahasildar, Bhubaneswar to consider the representation of the petitioner in spirit of the SOP dated 18.12.2025 and to take a decision in the matter at an early date. 6. It goes without saying that if the Tahasildar is subjectively satisfied with regard to the existence of valid title in favour of the petitioner, he shall pass appropriate orders in accordance with law.
