Supplementary affidavit filed by the petitioners is taken on record. It is most unfortunate to note that requisition notice under Section 12(2) of the Panchayat Act was sent to the prescribed authority and Block Development Officer, Jalangi Block Development, being the 5th respondent herein, on 11th February, 2026 and was refused to be accepted by the latter on the next date. In view of such refusal, this Court is inclined to hold that the 5th respondent has deliberately avoided service of notice. His unholy nexus with the Pradhan cannot be ruled out. The 5th respondent is directed to convene the meeting in terms of Section 12(3) of the Act within five working days from date and shall thereafter act in terms of Section 12 of the Act. The writ petition is accordingly disposed of.
2 There shall however, be no order as to costs. Since no affidavit is invited, the allegations contained in the petition are deemed not to have been admitted. Urgent certified website copy of this order, if applied for, be supplied to the parties upon compliance with all requisite formalities. (Suvra Ghosh, J.)
