CORAM: HON'BLE MR. JUSTICE R DEVDAS ORAL ORDER On 02.02.2026, the following order was passed:
"At the request of learned Additional Government Advocate, relist this matter on 09.02.2026 to enable the learned Additional Government Advocate to secure instructions from respondent No.3-Deputy Commissioner, Kolar District, as to why the application for conversion filed online on 30.06.2025 is still not considered. It should

HC-KAR NC: 2026:KHC:7680 WP No. 38271 of 2025 be made known to the Deputy Commissioner that there is a deeming provision for conversion if orders are not passed within the time stipulated under Section 95 of the Karnataka Land Revenue Act, 1964."
2. Learned Additional Government Advocate submits on instructions that the petitioner has given a representation along with the application, as found at Annexure-G dated 10.10.2024, claiming that the lands are granted to persons belonging to the Scheduled Caste Community and therefore, without prior permission of the Government under the provisions of the Karnataka Scheduled Caste/Scheduled Tribe (Prohibition of Transfer of Certain Lands) Act, 1978, conversion is prohibited in terms of the circular issued by the Government. Nevertheless, learned counsel for petitioner submits that the said circular has been set aside by this Court.
3. No information is placed before this Court.
4. In view of the above, the writ petition stands
disposed of, with a direction to respondent No.3-Deputy Commissioner, Kolar District, to consider the grievance of the petitioner, who claims that this is a case where the lands have been granted by the Committee for regularisation of

HC-KAR NC: 2026:KHC:7680 WP No. 38271 of 2025 unauthorised occupation and therefore, the lands are not granted lands as defined in the Karnataka Scheduled Caste/Scheduled Tribe (Prohibition of Transfer of Certain Lands) Act, 1978. The Deputy Commissioner shall consider the
