The Court made the following order: The present civil revision petition is filed aggrieved by non-disposal of the suit O.S.No.45 of 2022 by the learned Junior Civil Judge, Palasa, Srikakulam District. 2. Heard Sri Akula Kishan, learned counsel for the petitioner. 3. In High Court Bar Association, Allahabad Vs State of Uttarpradesh & Others1, the Apex court has categorically held that, constitutional courts should not normally fix a time-bound schedule for disposal of cases pending in 1 (2024) 6 Supreme Court Cases 267 2 any court. The pattern of pendency of various categories of cases pending in every court, including High Courts is different. The situation at the grassroots level is better known to the Judges of the courts concerned. Therefore, the issue of giving out-of-turn priority to certain cases should be best left to the courts concerned. The orders fixing the outer limit for the disposal of cases should be passed only in exceptional circumstances to meet extraordinary situations. 4. As there no exceptional circumstances or extraordinary situations that are made in the present revision, in view of the above judgment, this court cannot fix any time for disposal of the suit. Therefore, civil revision petition is liable to be dismissed. Accordingly, the civil revision petition is dismissed. No costs.
