Captioned PiL (Public Interest Litigation) pertains to free-flow of traffic (people and materials) i.e., uninterrupted movement inter-alia qua NH- 202 (to be noted, NH denotes National Highway). There are other ancillary and collateral prayers including prayers for transfer of FIRs (First Information Reports) pertaining to alleged of NH-202 to NIA (National Investigation Agency). [2]
When the matter was taken up, it was noticed that Hon’ble Supreme Court is seized of the issue inter-alia vide writ petition being Writ Petition (S) (Civil) No(s).
961 of 2026 and scanned reproduction of the proceedings/order made by Hon’ble Supreme Court in the listing on 14.08.2026 is as follows:

Be that as it may, in an earlier batch of matters being PIL No. 27 of 2025 etc., this Court in and vide final order dated 10.06.2026 (final order after hearing of all parties) gave a closure to the PiLs on the ground that

Hon’ble Supreme Court is seized of the matter and a 3 (three) member Hon’ble Committee constituted by a judicial order made by Hon’ble Supreme Court is examining the matter. This Court, instead of burdening instant order with the entire 10.06.2026 final order in PIL No. 27 of 2025 etc., deems it appropriate to extract and reproduce paragraph Nos. 6, 8 to 10 thereat which read as follows: ‘6. In the hearing, today, learned AG for the State of Manipur, adverting to proceedings made in the previous listing on 22.05.2026, more particularly paragraphs 6 & 7 thereat, placed before us inter-alia report No. 28 filed in the Hon’ble Supreme Court of India by a 3 (three) member Hon’ble Committee constituted by a judicial order made by Hon’ble Supreme Court. To be noted, this report No. 28, we are informed, has been filed in Hon’ble Supreme Court by the 3 (three) members Committee (constituted by a judicial order of Hon’ble Supreme Court) in SLP Civil Diary No(s). 19206 of 2023. A careful perusal of the report brings to light that free flow of people and material across the State through various National and State Highways is also an issue in SLP Civil Diary No(s). 19206 of 2023 and Hon’ble Supreme Court is seized of the matter. 7. .................................................................................. .................................................................................. 8. Afore-referred order speaks for itself and therefore, it will suffice to write that the scenario before this Division Bench/this Court is the same as regards airfares/air routes.
However, in this Court the learned senior counsel/learned counsel for PiL petitioners have fairly submitted that they would approach Hon’ble Supreme Court and make a plea to join the afore- referred ongoing proceedings. Therefore, inter-alia as matter of judicial discipline in the hierarchy of courts we deem it appropriate to give a closure to the captioned cluster of matters. 9. In the light of the narration thus far (supra), captioned cluster of matters i.e. 3 (three) main PiLs and 4 (four) MCs thereat are disposed of as closed (obviously without expressing any view or opinion one way or the other). To be noted, the sealed envelopes which learned AG for the State of Manipur placed before this Court (inter-alia containing afore-referred

report No. 28) has been resealed and returned to learned AG in Court. 10. Ergo, the sequitur is, captioned 3(three) PiLs and 4(four) MCs thereat are disposed of as closed. There shall be no order as to costs.’

Faced with the above situation, Mr. Tungrei Ngakang, learned counsel on record for PiL petitioner sought leave of this Court to withdraw captioned PiL and submitted that PiL petitioner would approach Hon’ble Supreme Court either by way of a separate petition/s or by way of implead petition/s if so advised and so desired, saying so learned counsel on record for PiL petitioner has made an endorsement in the case file and scanned reproduction of the same is as follows:

Apropos, sequitur is, captioned PiL is disposed of as closed. There shall be no order as to costs. JUDGE
