Vashum, GA Date of hearing & order :: 17-08-2026 O R D E R [1] Mr. Rendy Maibam, learned counsel appeared on behalf of the petitioner and Mr. Th. Vashum, learned GA appeared on behalf of the respondents. [2] In view of the limited prayer made on behalf of the petitioner and as agreed to by both the counsel appearing for the parties, the present writ petition is being disposed of at the Admission stage. [3] The learned counsel appearing for the petitioner submitted that for redressing the grievances raised by the petitioner in the present writ petition, the petitioner has already approached the concerned authorities of the State Government by filing a representation dated 25-05-2026 and that the said representation is still pending for consideration. The learned counsel further submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by issuing an innocuous direction to the Administrative Secretary (Higher & Technical Education), Government of Manipur (respondent No. 2) to consider the said representation dated 25-05-2026 submitted by the petitioner on its own merit and strictly in terms of the applicable law and to dispose of the same by issuing a speaking order within a stipulated period. -2- WP(C) No. 457 of 2026 Contd.../- [4] Mr. Th. Vashum, learned GA appearing for the respondents fairly submitted that as the prayer made on behalf of the petitioner is confined to the consideration and disposal of the representation submitted by him, he has no objection in disposing of this writ petition as prayed for on behalf of the petitioner. [5] Considering the limited prayer made on behalf of the petitioner and the submissions advanced by both the counsel appearing for the parties, this court is of the considered view that it will be in the interests of justice to issue the following directions:- (i) The Administrative Secretary (Higher & Technical Education), Government of Manipur, is hereby directed to consider the aforesaid representation dated 25-05-2026 submitted by the petitioner on its own merit and strictly in terms of the applicable law and to dispose of the same by issuing a speaking order; (ii) The whole process for consideration and disposal of the said representation shall be completed within a period of three months from the date of receipt of a certified copy of this order; (iii) The respondent No. 2 is further directed to furnish to the petitioner a copy of the order passed in connection with the said representation within a period of two weeks from the date of issuance of such an order; and (iv) It is made clear that the above directions have been issued without touching upon the merit of the writ petition and that -3- WP(C) No. 457 of 2026 Contd.../- the respondent No. 2 can pass appropriate order strictly in terms of the applicable law.
