Rupachandra, learned Sr. counsel assisted by Mr. W. Ashokkumar, learned counsel appeared on behalf of the petitioner, Mrs. Ch. Sundari, learned GA appeared on behalf of the respondent nos. 1, 2 & 4 and Mr. S. Suresh, learned counsel appeared on behalf of the respondent no. 3 [2] In view of the limited prayer made on behalf of the petitioner and as agreed to by all the learned counsel appearing for the parties, the present writ petition is disposed of at the motion stage itself. [3] At the outset, the learned Sr. counsel appearing for the petitioner submitted that for redressing the grievances raise by the petitioner in this writ petition, the petitioner has already approached the Director, Education(S), Government of Manipur (respondent no.2) by submitting a representation dated 16.04.2026 and that the said representation is still pending for consideration and disposal. The learned Sr. counsel appearing for the petitioner submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by directing the Director, Education(S), Government of Manipur (respondent no. 2) to consider the said representation on its own merit and WP(C) No. 565 of 2026 Page 3 strictly in terms of applicable rules and guidelines and to disposed of the same by issuing a speaking order within a stipulated period. [4] Mrs. Ch. Sundari, learned GA representing the respondent no. 2 fairly submitted that as the prayer made on behalf of the petitioner is confined to consideration and disposal of the representation submitted by the petitioner, she has no objection in disposing of this writ petition as prayed for by the learned Sr. counsel appearing for the petitioner. [5] Considering the submission made by the learned counsel appearing for the parties and the limited prayer made on behalf of the petitioner, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Director Education(S), Government of Manipur (respondent no.2) is hereby directed to consider the aforesaid representation dated 16.04.2026 submitted by the petitioner on its own merit and strictly in terms of the applicable rules and guidelines and to disposed of the same by issuing a speaking order. (ii) The whole process of consideration and disposal of the said representation should be WP(C) No. 565 of 2026 Page 4 completed within a period of 2(two) months from the date of receipt of certified copy of this order. (iii) The respondent no. 2 is further directed to communicate a copy of the order pass by him in connection with the said representation within a period of 2(two) weeks from the date of issuing such an order. (iv) It is made clear that the aforesaid direction had been issued on the submission made by the learned counsel appearing for the parties without touching upon the merit of the present writ petition.
