Heard learned counsel for the Petitioners and learned counsel for the Opposite Parties. 2. The Petitioners claiming to be the villagers of the Dakhina Narasinghpur being apprehensive of steps being taken for construction of Panchayat Bhawan at Dambarupal, have approached this Court. 3. To fortify the submission that the State Government in the department of Panchayati Raj and Drinking Water Department under letter dated 03.10.2025 had identified the Headquarters to be constructed at Dakhina Narasinghpur at Sl. No.74 of the said communication, it is submitted that on extraneous consideration, the same being set at naught. 4. It is submitted by the learned counsel that in the meanwhile ventilating their grievance the Petitioners have submitted a representation to the Sub-Collector, Nilgiri- Opposite Party No.4 and endorsing copies thereof to the Collector-cum-District Magistrate, Balasore-Opposite Party No.3. But, notwithstanding the same alleging inaction in the matter of consideration of such representation the present writ petition has been preferred. 5. Learned counsel for the State submits that the basis of apprehension of shifting is misconceived and without waiting for the fate of the representation therein, the Petitioners have rushed to this Court. And, on the said count alone, the writ petition is liable to be rejected. 6. Considering the nature of the lis and the grievance as being made in the light of the Annexure-2 referred to hereinabove, this Court is persuaded to hold that interest of justice will be subserved, if Opposite Party No.3 (Collector-cum-District Magistrate, Balasore) is directed to consider the representation of the Petitioners stated to have been submitted on 30.03.2026 as expeditiously as possible preferably within a period of four weeks from the date of receipt of copy of the order of this Court along with the copy of the writ petition and by affording opportunity of hearing to all the stake holders. 7. It is needless to state here that this Court has not expressed any opinion regarding the veracity of the recitals of the writ petition. 8.
