3. By the present application, the Applicant seeks permission to travel to Detroit, United States of America from 26/09/2026 to 07/12/2026. The present Applicant is the original Petitioner No.2 in Writ Petition No.4154 of 2026, whereby the Applicant has challenged the Look Out Circular dated 31/05/2021 issued at the instance of Respondent No.2 Bank of Baroda.

Learned counsel for the Applicant submitted that the Applicant is the required to travel for the purpose of health checkup and medical treatment. Vide the order dated 07/11/2023 in Interim Application (L) No.31020 of 2023 in Writ Petition (L) No.26789 of 2023, the Applicant was permitted to travel abroad for medical treatment. The additional affidavit tendered by the Applicant contains the revised itinerary and details of travel.

Learned counsel for the Respondent No.2 submits that the Applicant be permitted to travel abroad subject to the similar conditions imposed on the past occasions.

6. In view of the aforesaid facts of the case, we are inclined to permit the Applicant to travel to USA on the following conditions :
O R D E R (i) The Applicant/Original Petitioner No.2 shall file an undertaking in this Court that she will strictly adhere to the itinerary more particularly set out at Ex.B to the above Interim Application and that she shall return back to India on or before 07/12/2026. (ii) The Applicant/Original Petitioner No.2 shall also file an undertaking not to apply for renewal or extension of this order until she returns back to India. (iii) All the aforesaid undertakings shall be served on the learned counsel for Bank of Baroda before the date of departure. (iv) Subject to the above conditions, the Look Out Circular dated 31/05/2021 issued against the Applicant/Original Petitioner No.2 at the
4 / 4 03-IA-4922-26-IN-WP-4154-26.odt instance of the Bank of Baroda is suspended upto 07/12/2026. It is clarified that this order does not apply to any other Look Out Circular or restraint order, if issued by any other Authority/Court/Agency/ Bank. (v) The immigration authorities at all ports of departure, including all airports, will permit the Applicant/Original Petitioner No.2 passage and allow her to take her flights out of the country irrespective of whether Bank of Baroda has notified the authorities or not and irrespective of whether this suspension is noted in the immigration authorities’ system or otherwise. (vi) The immigration authorities will not insist upon a certified copy of this order but will act on the presentation of downloaded copy from the official website of the High Court. (vii) In view of the above directions, the Interim Application is disposed of in the aforesaid terms.
