Let affidavit-of-service, as filed in Court, be kept on record. 2. In spite of service, none appears on behalf of the school authorities. 3. The petitioner has made an application for transfer on the medical ground of his spouse, which is pending before the school authority. The school had duly issued ‘No Objection Certificate’ and declaration after conducting the relevant medical examination of the petitioner. 4. The school has not yet been able to forward the petitioner’s application to the respondent no. 9 for onward progression of the application. 5. In view thereof, the respondent no. 10 is directed to forward the offline application of the petitioner 2 to the respondent no. 9 who will consider the same in accordance with law, including the medical verification from the concerned Chief Medical Officer of Health. 6. The respondent no. 9 will forward the application with all other requisite documents by April 30, 2026 to the respondent no. 6, in accordance with law and the relevant Rules and Notifications. 7. The suspension of ‘Utsashree Portal’ will not be an impediment for the concerned authority to consider the application for transfer of the petitioner. The same shall be considered in an offline mode. 8. With the aforestated directions, the writ petition is, thus, disposed of. 9. There shall, however, be no order as to costs. 10.Urgent photostat certified copy of this order, if applied for, be supplied to the parties on usual undertaking. (Reetobroto Kumar Mitra, J.)
