Heard learned counsel for the petitioner and learned Additional Standing counsel for the State. 3. The petitioner has approached this Court with the following prayer: “In the aforesaid facts and circumstances, it is humbly prayed that this Hon’ble Court may be graciously pleased: (i) direct the Opposite Party No. 1 & 2 to immediately grant permission to the present petitioner within a period of fifteen days to transfer the land to meet his medical expenses and treatment for his family members. (ii) pass such other or further orders as this Hon’ble Court may deem fit and proper. And for this act of kindness, the petitioner shall, as in duty bound, ever pray.” 4. The petitioner is an ex-serviceman who was granted 4 acres of land by way of lease. ROR was issued in the year 2013, inter alia, with the condition that he shall not alienate the property within ten years from the date of grant of lease. In this regard, he has approached the Collector, Bolangir by submitting a representation, which appears to have been forwarded to the Sub-Collector, Titilagarh by the office of the Collector vide letter dated 28.05.2025 for necessary action. It is submitted that no action has been taken in the matter even till date. 5. Considering the limited grievance, the writ application is disposed of directing the Sub-Collector, Titilagarh to act upon the instructions contained in letter dated 28.05.2025 of the Collector, Bolangir vis-a-vis the petitioner’s representation and to take a decision as early as possible, preferably within two weeks from the date of production of certified copy of this order by the petitioner. 6.
