Learned Standing Counsel has placed on record the instructions received from the Commissioner, according to which, the petitioner is a Group ‘B’ employee, therefore, as per Section 21(1) of the Uttarakhand Annual Transfer for Public Servants Act, 2017, he has been transferred on the recommendation of the Transfer Committee by the Commissioner, who is head of the Department. 2.
