According to petitioner, certain development projects were proposed by the Development Committee, Dhauladevi and were approved by District Panchayat Raj Officer (DPRO) vide order dated 04.07.2024; however, upon re-constitution of the Development Committee, a resolution has been passed by the Development Committee to modify the approval earlier granted. 3. By means of this writ petition, petitioner has sought the following reliefs: (a) Issue a writ, order or direction in the nature of mandamus directing the respondent authorities to implement the approved plans which were sanctioned for the year 2024-25 for development of Vikas Khand Dholadevi, Almora. (b) Issue a writ, order or direction in the nature of mandamus directing the respondent authorities not to cancel the approved plans which UKHC010111502026 2026:UHC:5560 were sanctioned for the year 2024-25 for development of Vikas Khand Dholadevi, Almora. (c) Issue a writ, order or direction in the nature of mandamus directing the respondent authorities to take appropriate action on the representation of petitioner dated 12/06/2026 (Annexure No. 4) Page No (22 to 23).” 4. State Counsel was asked to get instructions. On instructions, he submits that District Panchayat Raj Officer is not an authority competent to grant approval or to cancel the proposal submitted by Development Committee. 5. Having regard to the facts and circumstances of the case, the writ petition is disposed of by permitting petitioner to make representation before the Chief Development Officer, Almora.
