By this petition, petitioner herein is seeking a direction upon respondent Nos. 2 and 3 to forthwith take cognizance of the illegal retention and unauthorized use of vehicle No. JKI2C- 8883, enforce the provisions of Sections 50 and 5l of the Motor Vehicles Act, 1988 and also seeking a direction upon respondent No. 4 to either clear the outstanding bank liability and complete the transfer of ownership or to surrender the vehicle. 2.
