Islam, learned counsel for the petitioners. Also heard Ms. N. Bordoloi, learned Standing Counsel, Revenue and Disaster Management Department for respondent No. 1, and Mr. B. J. Talukdar, learned Senior Counsel assisted by Mr. P. K. Medhi, learned counsel for State respondent Nos. 2 to 4. 2. By filing this writ petition, the petitioners have prayed for a direction to the respondent authorities to mutate their names in the Records of Rights (Jamabandi) as Pattadars in place of Late Syed Mahboobullah in respect of the plot of land measuring 12.03 Lechas covered by Dag No. 3203 of K.P. Patta No. 2294 of Revenue Village Barsajai under Mauza, Beltola, Dispur Revenue Circle, Kamrup(M), Guwahati. 3. It is the case of the petitioners that they are the legal heirs of co-pattadar, Late Syed Mahboobullah @ Syed Md. Mahboobullah, in respect of the plot of land measuring 12.03 Lechas covered by Dag No. 3203 of K.P. Patta No. 2294 of Revenue Village Barsajai under Mauza, Beltola, Dispur Revenue Circle, Kamrup(M), Guwahati. The predecessor-in-interest of the petitioners had died on 21.08.2007 leaving behind the petitioners as his legal heirs. Being the legal heirs and successors-in-interest of the deceased pattadar, the petitioners submitted an online application to the Circle Officer, Dispur Revenue Circle, seeking mutation of their names in the Records of Rights (Jamabandi). However, Page No.# 4/4 despite submission of the application, the respondent authorities, particularly the Circle Officer, Dispur Revenue Circle, has not mutated their names in the Records of Rights. 4. B. J. Talukdar, learned State Counsel, on instruction, submits that the application of the petitioners has been rejected on 16.02.2026 due to want of required documents. 5. Having considered that the application for mutation of the aforesaid land in favour of the petitioners in Records of Rights has been rejected due to deficiency/inadequate documents required to be submitted by the petitioners for processing the mutation of the land, I deem it appropriate to dispose of this writ petition by granting liberty to the petitioners to submit a fresh application along with all requisite documents before the appropriate authority. 6. Accordingly, it is directed that the petitioners shall submit a fresh application with all required documents which would be necessary for consideration of mutation of the subject land through the Sewa Setu Portal within a period of 20 (twenty) days from today. On receipt of such application, the Circle Officer, Dispur Revenue Circle, shall consider the same in accordance with law and pass appropriate order expeditiously. 7.
