Heard learned counsel for the petitioner, learned Standing Counsel for the State-respondents, Mr. Avneesh Tripathi, learned counsel for the respondent nos.2&3 and perused the records. The present writ petition has been filed with a prayer to direct respondent No. 3 to address the petitioner's grievance and take a decision on the petitioner's complaint letter/representation dated 06.07.2026 and 07.07.2026. At the very outset, Mr. Avneesh Tripathi, learned counsel for the respondent nos.2&3 submits that the present petition, filed at the behest of the petitioner, is not maintainable, as the petitioner is merely a complainant and has no locus standi, not being an aggrieved party. In view of the above, the petitioner being complainant has no locus to file the petition. Accordingly, the writ petition is dismissed as not maintainable.
