The parent department of the petitioner is the Revenue Department, but the said department has not been impleaded as party-respondent, nor the petitioner is ready to implead the Department despite objection by the other side. 2. Consequently, the writ petition is dismissed for non- joinder of the necessary party. 3. The petitioner, if so advised, may file fresh writ petition after impleading necessary parties. 4.
