Mr. S. Rupachandra, learned Sr. counsel assisted by Mr. Royal Ray Salam, learned counsel appeared on behalf of the petitioner, Mr. Th. Vashum, learned GA appeared on behalf of the respondents. [2]
In view of the limited prayer made on behalf of the petitioner and as agreed to by both the learned counsel appearing for the parties, the present writ petition is being disposed of at the motion stage itself. [3]
The learned Sr. counsel appearing for the petitioner submitted that for redressing the grievances raise by the petitioner in the present writ petition, the petitioner has already approached the Secretary (Power), Government of Manipur (respondent no.1) by submitting a representation dated 26.06.2026 and that the said representation is still pending for consideration and disposal. The learned Sr. counsel appearing for the petitioner submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by issuing a simple direction to the Secretary (Power), Government of Manipur (respondent no. 1) to consider the said representation on its own

merit and strictly in terms of applicable law and to disposed of the same by issuing a speaking order within a stipulated period. [4]

Vashum, learned GA appearing for the respondents submitted that he has received verbal instruction from the authorities for seeking time so as to enable the respondents to file their counter affidavit. [5]
As the prayer made on behalf of the petitioner is confined to consideration and disposal of the representation submitted by him and as the authorities are duty bound to consider the said representation on its own merit and strictly in terms of applicable law and to disposed of the same, this Court is incline to allow the innocuous prayer made by the petitioner in the present writ petition. Accordingly, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Secretary (Power), Government of Manipur (respondent no.1) is hereby directed to consider the said representation dated 26.06.2026 submitted by the petitioner on its own merit and strictly in terms of the applicable rules/instructions/guidelines and

to disposed of the same by issuing a reason and speaking order. (ii) The whole process of consideration and disposal of the said representation shall be completed within a period of 3(three) months from the date of receipt of certified copy of this order. (iii) The respondent no. 1 is further directed to furnish a copy of the order issued in connection with the said representation to the petitioner within a period of 3(three) weeks from the date of issuing such an order. (iv) It is made clear that the above directions have been given without touching upon the merit of the present writ petition and the respondent no. 1 is at liberty to pass an appropriate order in accordance with law. With the aforesaid directions and observations, the present writ petition is disposed of. JUDGE
