Dhar, learned Standing Counsel appearing for the PWD (respondent Nos. 2, 4 and 5) and Ms. S. Kemprai, learned Standing Counsel appearing for the KAAC (respondent Nos. 1 and 3). The issue involved in the present writ petition pertains to the non-consideration of the petitioner’s claim for appointment on compassionate grounds following the demise of his father, who was serving as a Junior Engineer under the Executive Engineer, PWD (Roads), Baithalangso Division, Karbi Anglong, Assam. Mr. M. Sarmah, learned counsel appearing for the petitioner, submits that during the pendency of the writ petition, the petitioner has been appointed as a Dak Runner (Grade-IV) in the regular Page No.# 3/3 establishment on compassionate grounds against a sanctioned vacant post by order dated 29.11.2021. A copy of the said order has been furnished before the Court, which is taken on record and marked as “X”. Learned counsel for the petitioner further submits that although the principal grievance raised in the writ petition stands redressed by virtue of the aforesaid appointment, the petitioner, after joining service and receiving salary for an initial period of 6 (six) months, has not been paid any further salary till date. Having heard the learned counsel for the parties and upon consideration of the materials available on record, this Court is of the view that the grievance forming the subject matter of the present writ petition has substantially been redressed. Consequently, nothing survives for adjudication in the writ petition. Accordingly, the writ petition stands disposed of. Before parting with the record, this Court deems it appropriate to observe that, in the event the petitioner’s grievance regarding non- release of salary still subsists, the competent authorities of the Karbi Anglong Autonomous Council (KAAC) shall examine the matter and take appropriate steps in accordance with law for redressal of the same at the earliest.
