We cannot issue such a mandamus unless the petitioner makes out a case that he is covered by the scheme and is ready to fulfill its conditions. 3. However, without entering into the merits of the controversy raised by the petitioner in this petition, this petition is disposed of by giving an opportunity to the petitioner to approach the respondent-Bank for settlement of his account.
