The learned counsel for the petitioner submits that the petitioner was entrusted with the execution of the works. The grievance of the petitioner is with regard to the action of the respondents in withholding the admitted and due amounts of Rs.51,784/-, Rs.31,851/-, Rs.34,044/-, Rs.23,178/-, Rs.29,684/-, Rs.31,945/-, Rs.46,167/-, Rs.36,254/-, Rs.29,107/-, Rs.45,030/-, Rs.35,901/-, Rs.54,861/-, Rs.34,208/-, Rs.33,374/-, Rs.32,663/-, Rs.29,985/-, Rs.43,092/-, Rs.34,644/-, Rs.26,562/- and Rs.13,985/-, respectively, totaling Rs.7,06,319/- (Rupees Seven Lakhs Six Thousand Three Hundred and Nineteen Only), payable to the petitioner in respect of the following works., (i) Rear bucket replacement to the compactor bearing No. AP02 TE 4192 of 1st Circle in Ananthapuramu Municipal Corporation; (ii) Engaging of JCB and Tractor on hire basis for removal and lifting of silt at Nadimivanka on 22.10.2025 and 23.10.2025 in Ananthapuramu Municipal Corporation; (iii) Engaging of JCB, Tractor and Tipper on hourly hire basis for removal of road- side dry waste, debris and road-side berms, levelling NH-44 service road on both sides to Rudrampeta Bypass for Hon’ble IT Minister (Nara Lokesh Garu) Programme (Kanakadasu Jayanthi); (iv) Laying of Wet Mix in potholes at Maruthi Nagar 60 ft Road, 35th Division in Ananthapuramu Municipal Corporation; (v) Supply of ball bearings and shafts for open gym equipment in Janma Bhoomi Park, Court Road in Ananthapuramu Municipal Corporation; (vi) Engaging of JCB and Tractor on hire basis for removal and lifting of silt at Somnath Nagar Bridge on 20.10.2025 and 22.10.2025 in Ananthapuramu 4 Municipal Corporation; (vii) Providing of 32 mm dia GI pipelines from D.No.18- 579-1, D.No.18-904, D.No.24-237 and D.No.24-246 and specials at D.No.18- 733 in the town; (viii) Engaging of JCB and Tractor on hourly hire basis for removal of silt in major disposal drain, removal of jungle clearance and lifting wet silt, dry silt beside Narayana School Kovvur Nagar on 26.11.2025 in Ananthapuramu Municipal Corporation; (ix) Engaging of JCB, Tractor and Tipper on hourly hire basis for removal, lifting and transporting wet and dry silt in NH-44 service drain near Janashakthi Nagar-2, Ananthapuramu Municipal Corporation; (x) Rewinding and repairs to 5.00 HP submersible motor pump set at D.No.19-2-817, Rani Nagar Kaluva and at D.No.28-78, Peddamma Temple one-way of Ananthapuramu Municipal Corporation; (xi) Engaging of JCB and Tractor with trolley for desiltation and miscellaneous works on 22nd to 24th October during heavy rains in Ananthapuramu Municipal Corporation; (xii) Filling of potholes with grills near Narayana School D.No.6-2-492-1 and Paradise Apartment D.No.6-3-22-1 in WS-55 of Division No.38 of Ananthapuramu Municipal Corporation; (xiii) Engaging of Hydraulic Excavator on hourly hire basis for desiltation in National Highway-44
Culvert, both sides (East sides) near Indian Rexin Works in Ananthapuramu Municipal Corporation; (xiv) Engaging of Hydraulic Excavator on hourly hire basis for desiltation in National Highway-44 Culvert, both sides (West sides) near Express Car Wash in Ananthapuramu Municipal Corporation; (xv) Engaging of JCB, Tractor and Tipper on hourly hire basis for removal of road-side dry debris and road-side berms, levelling NH-44 service road on both sides to 5 Rudrampeta Bypass for Hon’ble IT Minister (Nara Lokesh Garu) Programme (Kanakadasu Jayanthi); (xvi) Engaging of JCB, Tractor and Tipper on hourly hire basis for transporting wet and dry silt in NH-44 service drain near Janashakthi Nagar-1, Ananthapuramu Municipal Corporation; (xvii) Hiring of four-wheeler vehicle for officers to attend meeting on Infrastructure GAP development of ULBs in the State in Vijayawada; (xviii) Electrical repairs to the Compactors bearing Nos. AP02 TE 4808 and 4806 of 4th Circle and Tractor AP02 TRAA 0538 serving for sanitation activities in the 3rd Circle of Ananthapuramu Municipal Corporation; (xix) Painting to rear bucket and providing of hydraulic oil to compactor bearing Registration No. AP02 TE 4192 of 1st Circle in Ananthapuramu Municipal Corporation; and (xx) Providing 60W LED street light luminaires at intake well in PABR Dam and Filtration Plant in Muddanapalle of Ananthapuramu Municipal Corporation. 2. It is submitted that the petitioner had completed the works entrusted to him and that the competent authority of the respondents had also approved the payment due and payable to the petitioner. The respondents have also recorded the progress of the works and the amounts due and payable to the petitioner in the M-Book. 3. Heard the submissions of the learned counsel for the petitioner, the learned Government Pleader for Municipal Administration and Urban Development Department, Sri P. Vengala Reddy, learned Standing Counsel for the respondent Municipality, and the learned Assistant Government Pleader for Finance and Planning. 6

During the course of hearing, the learned Standing Counsel appearing for the respondent Municipality submits that the works have been completed and that the petitioner has also submitted the final bills and the amounts due and payable to the petitioner have been duly admitted. It is submitted that further funds are awaited and that, soon after the release of the funds, the bills due and payable to the petitioner shall be cleared. 5. Recording the submissions, this writ petition is disposed of at the admission stage, directing the respondents to verify and release the payments due and payable to the petitioner as expeditiously as possible, preferably within a period of six (6) weeks from the date of receipt of a copy of this order.
