Denning, learned counsel appeared on behalf of the petitioner, Mrs. L. Monomala, learned GA appeared on behalf of the respondent nos. 1, 2 & 3 and Mrs. I. Bimola, learned counsel appeared on behalf of the respondent no. 4. [2] In view of the limited prayer made on behalf of the petitioner and as agreed to by all the learned counsel appearing for the parties, the present writ petition is being disposed of at the motion stage itself. [3] At the outset, the learned counsel appearing for the petitioner submitted that for redressing the grievances raise by the petitioner in the present writ petition, he has already approached the authorities by submitting a representation dated 06.06.2026 and that the said representation is still pending for consideration and disposal. The learned counsel further submitted that the petitioner will be satisfied for the time being if the present writ petition is disposed of by issuing a simple direction to the Commissioner (Fishery), Government of Manipur (respondent no. 2) to consider the aforesaid representation on its own merit and strictly in terms of applicable rules/guidelines/instructions and to disposed of the same by issuing a speaking order within a stipulated period. Bimola, learned counsel appearing for the respondents submitted that they need further time to get instructions in terms of the earlier direction given by this Court on 04.08.2026 and prays for disposing of this writ petition on the next date. [5] As this Court has already given time to the learned counsel for the respondents to get instructions and as the prayer made on behalf of the petitioner is innocuous, this Court is of the considered view that the present writ petition can be disposed of by allowing the simple and innocuous prayer made on behalf of the petitioner specially taking into consideration that the respondents authorities are duty bound to consider and dispose of the representation submitted by the petitioner. According, this Court is of the considered view that it will be in the interest of justice to issue the following directions:- (i) The Commissioner (Fishery), Government of Manipur (respondent no.2) is hereby directed to consider the aforesaid representation dated 06.06.2026 submitted by the petitioner on its own merit and strictly in terms of applicable rules/guidelines/instructions and WP(C) No. 574 of 2026 Page 4 to disposed of the same by issuing a reason and speaking order. (ii) The whole process of consideration and disposal of the representation should be completed within a period of 2(two) months from the date of receipt of certified copy of this order. (iii) The respondent no. 2 is further directed to furnish a copy of the order pass in connection with the said representation to the petitioner within a period of 3(three) weeks from the date of issuing such an order. (iv) It is made clear that the aforesaid directions have been issued without touching upon the merit of the present writ petition and that the respondent no. 2 can pass any appropriate order strictly in terms of applicable law.
